Pan-EU FBA Adds Belgium From February 26, 2027

After the Netherlands rule widened to every enrolled product in September 2026, Amazon will require an active Amazon.com.be offer at Pan-EU enrolment. Here is what is confirmed, what is not, and five checks before the date.

What Changed in Pan-EU FBA

Pan-European FBA lets a seller send stock into Amazon's European network and have Amazon place it across EU fulfilment centres, so orders ship locally instead of across borders. The price of entry has always been listing coverage: an active offer on the stores Amazon names as required. As reported, that list has been Germany, France, Italy and Spain.

Two additions were announced to sellers in late August and early September 2026, as reported by several independent outlets:

  • Netherlands, from September 3, 2026. Every product enrolled in Pan-EU FBA, new and existing, needs an active offer on Amazon.nl. Since mid-2025 that rule had reportedly applied only to newly added products, so this extended it to the whole catalogue.
  • Belgium, from February 26, 2027. An active offer on Amazon.com.be will be required when a product is enrolled in Pan-EU FBA from that date.

The Netherlands change is already in force. The Belgium date is the one still ahead, and it is the one worth planning around now, while there is time to check detail pages and pricing on a store many sellers have never actively managed. Confirm the current wording on the Pan-European FBA pages in Seller Central before acting, since Amazon updates these terms.

"The Belgium rule looks small because it only names new enrolments. The Netherlands rule looked the same in 2025, and about a year later it covered everything."

- Tom Reiter, Product Research & Operations Specialist

That pattern is an observation, not a forecast. As of November 2026, nothing we found shows Amazon has said the Belgium requirement will extend to existing products. It is simply the reason to treat the 2027 date as a catalogue question, not only a launch question.

Netherlands vs Belgium: The Two Requirements Side by Side

The two rules are often reported together, but they are not the same rule. The table separates them, as reported between September and October 2026.

Point Netherlands (Amazon.nl) Belgium (Amazon.com.be)
Effective date September 3, 2026 (in force) February 26, 2027 (upcoming)
Which products All Pan-EU FBA products, new and existing Products at enrolment; existing products not named
Offer required Active offer, reported to use the same SKU as your other European listings Active offer at enrolment
Store inventory in that country? Not required, as reported Not required, as reported
No detail page on that store Requirement does not apply; no need to create one Requirement does not apply; no need to create one

*As reported between September 1 and October 20, 2026 by Onlinehändler News, Iceclog, Nova Data, EcomCrew and Shopappy, each summarising Amazon's seller notice. The same-SKU point was reported by two of these sources. Storage rules for Pan-EU FBA were reported unchanged: storage still has to be enabled in at least two of Germany, France, Italy, Spain and Poland. Confirm current terms in Seller Central before changing any listing or enrolment.

Five Checks Before February 26, 2027

Most of this is a listing audit you can run in an afternoon. Do it before the Belgium date, and before your next batch of Pan-EU enrolments.

Your Pan-EU Belgium Checklist

1

Confirm the Netherlands rule is already met

It has applied to existing products since September 3, 2026. Pull your Pan-EU eligibility view in Seller Central and look for ASINs flagged on Amazon.nl before worrying about Belgium.

2

List what you plan to enrol after February 26

For each product, check whether a detail page exists on Amazon.com.be. Where one does, you will need an active offer there at enrolment.

3

Fix inactive and suppressed Belgian offers now

Offers that exist but are inactive or incomplete are the reported weak spot. Clearing them early costs little, and it also covers you if the rule is later widened.

4

Check SKU consistency

The Netherlands offer was reported to need the same SKU as your other European listings. Assume Belgium may work the same way until Amazon's help page says otherwise.

5

Run the fee comparison for products you might drop

If a product is not worth listing in Belgium, compare its Pan-EU fees with cross-border EFN fees in your fee preview before deciding. That number, not the headline claim, tells you what the requirement costs you.

Confirmed vs not stated. CONFIRMED across all five sources: the September 3, 2026 Netherlands date covering new and existing products, and the February 26, 2027 Belgium date at enrolment. NOT STATED by Amazon, as far as we found: whether the Belgium rule will later cover existing products, and any penalty beyond losing Pan-EU eligibility. REPORTED INCONSISTENTLY: notice periods. Nova Data reports Amazon will give at least 30 days' notice before the Belgium requirement, while other coverage does not mention a notice period and one source gives conflicting figures for the earlier Netherlands notice. Some commentators also predict further required stores in 2027; Amazon has not announced any.

The Bottom Line on Pan-EU FBA and Belgium

As reported, Pan-EU FBA now needs an active Amazon.nl offer for every enrolled product since September 3, 2026, and from February 26, 2027 it needs an active Amazon.com.be offer for products at enrolment. Neither rule asks you to store stock in those countries, and neither applies where no local detail page exists.

The reported cost of missing an offer is losing Pan-EU eligibility for that ASIN and paying cross-border fulfilment fees instead. Audit your Dutch offers first, then your planned 2027 enrolments against Belgian detail pages, and confirm every term on Amazon's Pan-European FBA pages in Seller Central.

On our sourcing: This article summarises Amazon's Pan-European FBA listing requirements as reported between September 1 and October 20, 2026 by Onlinehändler News (September 1), Iceclog (September 2), Nova Data (September 2), EcomCrew (September 2) and Shopappy (October 20), each describing Amazon's seller notice. The Netherlands date and scope, the Belgium date and enrolment wording, the detail-page exemption, and the absence of a local storage requirement were each reported by at least two of these sources. The loss of Pan-EU eligibility and move to cross-border fulfilment for a missing Netherlands offer was reported by Nova Data and is consistent with Shopappy's description of the EFN fallback. The 53 percent fee and 24 percent sales figures are Amazon's own claims from its seller pages. The 30-day notice period for Belgium appears in one source only and is flagged above. Amazon has not committed to extending the Belgium rule to existing products or to adding further required stores, and any such change would be new. Requirements can change; confirm current terms on the Pan-European FBA pages in Seller Central. AMZToolHub may earn a commission from some links, which does not affect the coverage above.
